The Cluster Product Owner Group consists of the Cluster Product Owners of all Clusters in the Organization, plus the Portfolio Owner. It has the overall responsibility for market and business side of the product development process on the Portfolio and organizational level.

Each Cluster consists of several Teams and divides the Organization into related value streams. The Clusters are responsible for the various Systems, Applications (products) and Markets .
Team System Engineering Group (TSEG)
The Team System Engineer Group is made up of all Team System Engineers from the cluster . At the Cluster level, it corresponds to the role of the Working Team.
The Team System Engineer Group with the Cluster System Engineer is responsible for the technology and architecture within the product development at the Cluster / system level .
Team Product Owner Group (TPOG)
The Team Product Owner Group consists of all Team Product Owners of a Cluster and the Cluster Product Owner . At the Cluster and system level, it is responsible for the Market and Business side of the product development process.
Cluster Scrum Master (CSM)
The Cluster Scrum Master has, together with the Team Scrum Master Group (TSMG) of the Clusters, the responsibility for the infrastructure and processes.

The Team Scrum Master Group with the Cluster Scrum Master (CSM) has responsibility at the Cluster and System level for the product development process, the infrastructure and the cultural aspects .

Team Scrum Master (TSM)
The TSM ensures that the members of his Team can work optimally. He ensures an optimal work flow between the team members, by discovering improvements and solving disabilities and problems (presented managed in the Team Improvement Backlog) that arise in the cooperation of the teams. This especially concerns those that cannot be solved independently by the self-organized Working Team.
For this purpose, she organizes and moderates the Team Retrospective, in which the team members exchange ideas and experiences in order to strive for an optimum of working conditions and workflow within the team.
The Team Scrum Master works together with other TSMs within the Cluster (Team Scrum Master Group (TSMG) ) to prevent local optimization within the team and to solve problems between teams.

The Scrum Master is responsible for Processes, Infrastructure and organizational development
The Scrum Master is responsible for promoting and supporting Scrum & P4 in accordance with the P4 rules. Scrum Masters do this by helping everyone involved to understand Scrum/P4 theory, practices, rules and values.
Supplier, Supply Chain & Production
Suppliers are important external Stakeholders of product development at all levels (Organization , Cluster and Team ) and supply chain and production are important internal Stakeholders. At the Team level, the Module Teams in particular, have close contact with suppliers because they provide important boundary conditions for the technology.
Stakeholders are invited to the review events on all levels, to give feedback to the relevant organizational units. These can be Team Reviews of the teams, Cluster Reviews of the Clusters or Portfolio Reviews .
Stakeholders can be invited to refinement meetings to clarify requirements. These can be Team Backlog Refinements , Cluster Backlog Refinements or Portfolio refinements .

Users, Customers and Sales
These are the primary Stakeholders in product development at all levels (Organization , Cluster and Team ). At the Team level, the Application Teams in particular have close contact with Users, Customers and sales, as they give and evaluate the ultimate requirements for the products, systems and applications.
Stakeholders are invited to the Review meetings (ie the Team Reviews, Cluster Review, Portfolio Review) to give feedback to the appropriate team.
Stakeholders can be invited to Team Refinement meetings to clarify requirements.
