The definition-of-ready (DoR) is a list that defines which criteria certain artifacts must meet before defined actions start in the organizational unit (Team, Group, Cluster). It is an agreement to set clear quality criteria for artifacts. In the P4 framework, a team shouldn’t pull unestimated Backlog Items into an Iteration. DoRs exist at all levels and may differ between organizational units.

Organization DoD
The teams of all Clusters in the organization , the Cluster System Engineer Group , the Cluster Product Owner Group and the stakeholders must understand what it means when a backlog entry or a result is referred to as “done”. Although the Cluster DoDs can differ significantly from Cluster to cluster, there is only one portfolio-level DoD for the entire Organization.
Team Scrum Master Group (TSMG)
The Team Scrum Master Group with the Cluster Scrum Master (CSM) has responsibility at the Cluster and System level for the product development process, the infrastructure and the cultural aspects .
